Call for applications for postgraduate (Masters) academic programmes Academic Year 2025 at University of Rwanda(UR)

The University of Rwanda informs prospective applicants that the online application system for receiving applications for Postgraduate Academic Programmes to be offered in its East African Community Regional Centre of Excellence for Vaccines, Immunization and Health Supply Chain Management (EAC RCE-VIHSCM) during the Academic year 2025, September intake is open from 15th May 2025 to 30 June 2025.

Applicants are requested to take note of the following important information:

Minimum entry requirements specific to each advertised programme

The minimum entry requirements for each advertised programme are published on the University of Rwanda website.

Required documents for the application

All applicants are required to submit the following:

  1. A letter addressed to the Director of UR Center of Postgraduate Center that must include: (i) your programme of choice; (ii) your full contact details
  2. Updated Curriculum Vitae
  3. A photocopy of academic transcripts and degree certificates
  4. Two reference letters from senior academic referees
  5. A recommendation letter from the employer
  6. Copy of national identity card or passport

Selection criteria

The selection will be done through the assessment of submitted documents. Only applicants who meet the entry requirements as indicated will be selected

Funding

The EAC RCE-VIHSCM has reserved scholarships for public servants from the Republic of Burundi, Democratic Republic of Congo, the Federal Republic of Somalia, Republic of Kenya, Republic of Rwanda, Republic of South Sudan, United Republic of Tanzania (Mainland and Zanzibar) and the Republic of Uganda. Selected candidates will be ranked by their respective governments for the award of scholarships based on the quota system. Other variables of defining priorities for awarding scholarships include gender balance, age limit of not more than 45 years, disability, geographical equity, and distribution of human resources for health in a country. The candidates who have received prior RCE scholarship to pursue the master’s programme are not eligible to apply for the sponsorship to attend the new masters’ programmes. The following scholarship slots will be given:

  • Master’s in Health Supply Chain Management (MHSCM):
  • MSc in Pharmaceutical Analysis and Quality Assurance (MPAQA):
  • MSc in Vaccinology (MVAX):
  • MSc in Medical Products Regulatory Affairs (MPRA):

The Scholarship covers:

Tuition Fees: Euro 6,000 for the duration of the course.
Economy class return air tickets to Kigali and back home for face-to-face sessions.
Living allowance of EUR 60 or equivalent in RWF per day during your stay in Rwanda for the face-to-face sessions. This allowance will cover your accommodation, meals, and ground transportation.
Self-sponsored candidates from all over the world are encouraged to apply and will be given high priority.

Visit the UR website at https://ur.ac.rw.
Navigate to the Admissions section, click on the Applicant Portal, and select "New Application."
Complete the Biographical Form and click "Save." You will receive your Student ID Reference Number. Keep this ID number safe, as it will be required for all transactions at UR.

For field S.6 Index Number, input 0991048BCG963.
In the ID section, enter 16 random digits.
For your postal address, use P.O BOX 4285 Kigali, Rwanda, as the default. Ensure that all fields marked with a red asterisk are filled out, as they are mandatory.
Create a 5-digit PIN using only numeric values (do not start with a 0). This PIN will serve as your password to access your student account. After creating your PIN, leave the page and click here to this link for files submission.

Note: If you applied in the UR system in the past, use the student application number you received at that time and proceed directly to the next step of documents submission. If you do not remember the student number used in your last application, follow the steps provided at the end of this announcement to retrieve it.

  1. The East African Community (EAC) received funds from Kreditanstalt für Wiederaufbau (KfW), German Development Bank to support the initial development of the Regional Centre of Excellence for Vaccines, Immunization and Health Supply Chain Management (RCE-VIHSCM). Among the activities to finance there is purchase of necessary equipment to achieve the center’s goals.
  2. UR hereby invites the eligible bidders to submit bids for the Tender for the purchase of IT Equipment for EAC Pooled Procurement Mechanisms.
  3. The bidding process will be conducted through the National Competitive Bidding (NCB) in accordance with the KfW Procurement Guidelines. The tender comprises of one (1) Lot and participation is open on equal conditions to all companies that are eligible and specialized in the field.
  4. Interested eligible bidders may obtain further information from the UR- Single Project Implementation Unit (SPIU) - Kicukiro Campus, Kigali - Rwanda - Procurement Office - contact person: Head of Procurement Office and inspect the bidding document. They might also obtain further information by requesting it through e-mail: info.rcevihscm@ur.ac.rw with copy to urspiuprocurement@gmail.com and urhpuprocura@gmail.com. The information will be provided during office hours from 09:00AM to 05:00 PM hours Kigali-Rwanda local time.
  5. The biding document in English may be purchased by interested and eligible bidders upon payment of a non-refundable fee of seven thousand Rwandan Francs(Frw 7,000). The method of payment will be direct deposit to the Rwanda Revenue Authority (RRA) account (Non fiscal Revenue). The document will be sent by email or courier.
  6. Bids must be delivered to the below address not later 10h30 AM hours Kigali Rwanda time on 13th December 2024. Electronic bidding will not be permitted. Late bids will be rejected.
  7. Bids will be publically opened in the presence of the bidders’ designated representatives and anyone who chooses to attend. The meeting will take place physically at the below mentioned address on13th December 2024 at 11h00 AM Kigali - Rwanda time local time.
  8. Bids well typed, appropriately bound and presented in three copies (one original and two copies) must be accompanied by a bid guarantee issued by any reputable financial institution of Five Million Seven Hundred Ninety-Six Thousand Rwandan Francs (Frw 5,796,000). For in convertible currency, in sealed envelope and must reach to the Secretariat of the below mentioned address on or before the date and time mentioned in the point 6 and 7. The outer envelope should clearly indicate the tender number and title.
  9. The bids will remain valid for 120 days starting from the deadline of bids submission.
