Research Coordinator
Dr. Asingizwe is a Research, Innovation, and Technical Assistance Coordinator in the EAC RCE-VIHSCM and a Lecturer in the College of Medicine and Health Sciences (CMHS). She has a PhD in Public Health.
She has over nine years of experience in Research. She is currently part of the Research team supporting the Directorate of Research and Innovation in CMHS, and she serves as a Reviewer of the Rwanda Journal of Medicine and Health Sciences. Since 2011, she has been participating in pre-award, award, and post wards grant management. Besides, she has also been consistently involved in organizing and coordinating research trainings to support the University of Rwanda staff and partner institutions to improve their research administration, grant management, and manuscript writing skills. She has published in multiple venues, and she has been involved in implementation research that feeds into evidence-based health care policy and practice as foundational to cost-effective targeted interventions for optimal population health outcomes.

Joseph Lune Ngenzi is an academic and research staff, holding a pivotal role as the Instructional Design and E-learning Specialist for the East Africa Community Regional Center for Vaccines Immunization and Health Supply Chain Management master’s program, which draws students from diverse East African nations. His expertise has significantly contributed to the digitalization of education in various Rwandan higher education institutions and in collaboration with the Rwanda Ministry of Health, emphasizing his commitment to enhancing healthcare delivery in Rwanda.
Joseph’s primary focus lies at the intersection of technology, education, and healthcare, with a strong passion for leveraging technology to enhance learning, teaching, and remote health services, particularly in the realms of digital learning and digital health.
In addition to his university role, Joseph has amassed extensive experience in telehealth and research, further underlining his dedication to improving healthcare in Rwanda. He holds Master’s degrees in Telemedicine from South Africa and is currently pursuing a PhD at the University of Western Cape, where his research centers on advancing healthcare access and education through eLearning and telehealth for rural and remote nurses in Rwanda.

Dr. Eugene has over 15 years’ experience working in both private and public institutions. He worked in different financial institutions and occupied different positions. He is in a small team that created UNGUKA Bank in 2004. After its creation, he worked for it until UNGUKA got its operating license. In 2006, he shifted and became a planner for the Office Rwandaise du Tourisme et des Parcs Nationaux (ORTPN) and in 2008 he became a planner for Rwanda Development Board (RDB) until 2011.
Eugene joined Kigali Independent University ULK, a private higher learning institution in 2011 where he occupied different senior positions; he worked as Director of Academic Affairs and also Director of Post Graduate Studies, Research and Consultancies. He joined the University of Rwanda (UR) in 2018 as a senior lecturer in College of Business and Economics (CBE) Department of Finance. He is a Ph.D. holder in Organizational Development and Transformation (CEBU Doctors University, Philippines), MBA in Business Management (Eastern African University, Baraton/Kenya) and Bachelor of Accounting from AUCA. Eugene is currently an audit committee member for the Ministry of Education since May 2017.
