Mr. Stany Banzimana is a Strategic and Business Development Manager for the EAC Regional Centre of Excellence for Vaccines, Immunization and Health Supply Chain Management (EAC RCE-VIHSCM) hosted by the University of Rwanda on behalf of the six EAC Countries (Rwanda, Kenya, Uganda, Tanzania, Burundi and South Sudan) and his key responsibility is to advise and support the implementation of the Centre’s Business Plan, Stakeholders and Development Partners engagement, as well as Funds mobilization for the long-term sustainability of the Centre.
He is one of the four members and staff appointed by the University of Rwanda to work on the establishment of the Centre of Excellence since 2014 and was tasked to develop the Centre’s Business Plan which Business was approved by the University Senior Management, Board of Governors and EAC Steering Committee Meeting. He holds a Master’s Degree in Public Procurement Management for Sustainable Development from the University of Torino (UNITO), Italy in 2012 and studied Monetary Economics at Undergraduate level. Mr. Stany has been serving as the Head of Department of BBA Procurement and Coordinator of the Master of Public Procurement Management for Sustainable Development, a twinning arrangement program between the University of Rwanda-College of Business and Economics, University of Torino and the International Training Centre of the ILO (ITC-ILO) of Turin, Italy. He is currently involved in research, training and teaching Procurement, Logistics and Supply Chain related topics at the EAC RCE-VIHSCM as well as in the School of Business of the College of Business and Economics and he served as Acting Research Coordinator for the EAC RCE-VIHSCM where he coordinated the recent study on “EAC Pooled bulk Procurement and Cross-border Supply Chain for Reproductive Health Commodities” under the Financial Support from UK-DFID through UNFPA ESARO Regional Office. Under his headship as the Coordinator of Procurement Management Program (Undergraduate, Short-term Professional courses and Master Degree Program), over 500 public and private candidates have been trained in various topics of Public Procurement Management. He is one of the team tasked by the University of Rwanda, Ministry of Public Service and Labour and National Employment Service Board to develop a proposal and implementation of the Transportation and Logistics Sector under World Bank Financing.
Mr. Stany has recently been admitted as a PhD Student at the University of Rwanda, School of Business and he is assessing the impact of the Supply Chain System design for Vaccines on the overall Immunization coverage in the EAC Countries with a focus on Rwanda and Kenya in the first two years of research (2018-2020). His first research at Master’s Thesis was on “Benchmarking Assessment of Differences in Prices for Acquisition of Standard user items. A case study of Rwanda’s Higher Learning Institutions”. In his research, he discovered that higher learning institutions located in Kigali City, and having the same source of funding and purchasing the same quality-items purchased them at different unit prices which lead to a continuous increasing of Government’s expenses for standard user items. He recommended a number of practical and managerial solutions to the issue which include the use of “Framework Agreement and a certain level of centralization of the procurement system which could lower Government’s and Procuring Entities’ expenses on standard user items.
