EAC RCE- VIHSCM Architecture Competition

In 2015, the EAC Partner States and its development partners established the EAC Regional Centre of Excellence (RCE) for Vaccines, Immunization and Health Supply Chain Management (VIHSCM) at the University of Rwanda (UR). The main mandate of the RCE is to address challenges of vaccines and other health commodities supply chain management through strengthening the human resource capacity function. The overall objective of the Centre is to “enhance capacity and strengthen systems along the supply chain to deliver quality vaccines, pharmaceuticals and health commodities at affordable cost and at the right time”. The major delivery mode being through training and research. The training envisaged short-term trainings and a master’s degree course both targeting employed persons in key positions of VIHSCM (in-service training).

 

Since inception the major funding for the RCE has come from the Federal Republic of Germany through the German Development Bank - KfW  via a financial grant of 10 million EUR (BMZ N° 2015 68 237), of which 4 million Euro is for construction of the headquarters of the RCE -teaching (tuition) and administration block. The infrastructure component consisting of a tuition block with fully equipped training rooms and facilities will allow the RCE to offer top notch learning environment including a library, seminars and conferences rooms, research space and even a school canteen.

 

Following the prequalification phase, 4 companies were qualified and invited to tender for architectural design competition, which has culminated in today’s event. Of the 4 companies that were prequalified, one dropped out and 3 turned up for the competition and today’s event. The names of the companies that are present here today are:

 

  1. GITEC-IGIP GmbH-MASS Design LLC
  2. Consortium SWECO-LANDMARK
  3. Consortium HYDROPLAN-TECOS

 

The prize money for the winners is set as follows: 2nd runner up 3000 Euro, 1st runner up 6000 Euro and overall winner 10,000 Euro. The jury of experts was composed as follows:

  3. Alexis Ndibwami, Lecturer School of Architecture and Built Environment (SABE)
